SB 113 has been amended to require school boards to create a personnel policy manual in which teachers, community members and others can submit input for changes. However, it does not guarantee changes will be included. As amended, SB 113 still repeals the Education Professional Negotiations Act (EPNA, aka collective bargaining). Without the EPNA, teachers’ voices will be greatly weakened when it comes to determining working conditions, salary, benefits, school safety and more.
The House Finance, Ways and Means Committee will be discussing both the House and Senate amendments on Tuesday, May 3. We urge all members to contact legislators and urge them to vote NO to the repeal or weakening of the EPNA. TEA continues to oppose SB 113.
