Tennessee House Speaker Beth Harwell, R-Nashville, and Lt. Gov. Ron Ramsey, R-Blountville, respond the the question, Won’t giving free tuition to students in community colleges hurt four-year schools? During his state-of-the-state address Feb. 3, Gov. Bill Haslam unveiled a plan he’s calling the “Tennessee Promise.” His proposal is to commit state lottery reserve funds to an endowment set up to cover tuitions costs for graduating high-school seniors in Tennessee to attend a two-year community college or college of applied technology. Ramsey and Harwell are speaking here at the Tennessee Press Association’s annual winter conference in Nashville Feb. 6.
