For two years in a row, Tennessee Gov. Bill Haslam has backed legislation to initiate a publicly financed system of “opportunity scholarships” that’d enable children in the state’s worst schools to attend private institutions. Both this year and last, the governor’s proposal failed to win passage in the Republican supermajority-controlled Tennessee Legislature. Haslam told TNReport on Aug. 26 that he hasn’t decided if he’ll be pushing a voucher bill as part of his 2015 legislative agenda. But he does anticipate the issue will once again come up in the General Assembly regardless of whether the administration takes a leading role advocating for it.
